ERROR: "No help top for 'create-user'" & "No help top for 'change-password'" #142

Hello All-

I know this was an issue before however I tried upgrading my Gitea to the new version 1.14.0 and I faced the same issue.

When my init container is being created it fails with the error below:

+ gitea admin create-user --username gitea-admin --password P4S5W0RD --email gitea@local.domain --admin --must-change-password=false
No help topic for 'create-user'
+ gitea admin change-password --username gitea-admin --password P4S5W0RD
No help topic for 'change-password'
