dont make a "pop up", use a extra fragment or so.

with filter option (if we add mor and mor lang you might find it useful)

What I can think of is add them to multiple dialog box same like adding labels to an issue. Which have filter also.

I guess we can close this issue as the list is sorted alphabatically now and that's how most language dialog options work.
