Hi, this is my first pull request and also my first time writing in Go. This is related to #271

Ultimately I would like this to be implemented at the job level, but since this is not something that GitHub Actions currently supports, instead of creating something different, for now I think this patch is sufficent.

What it does: instead of forcing the value of ForcePull to false, the user can now configure it on the runner yaml
